Probably
a weapon intended for civilian use. The Belgian Government proof mark ELG in
oval, under crown shows that its proof dates from after 1893.
The
capital letter "D" above the NAGANT maker's mark, although not yet identified,
also seems to indicate a weapon for the civilian market.
